Add version information to Docker 17.05.0-ce features.

COPY's --from flag for multi-stage builds and HEALTHCHECK's
--start-period flag was added in Docker CE 17.05.0-ce. This version
information has been added in the two flags' hover and completion
item documentation to discourage users of older versions from adding
them to their Dockerfiles by mistake.
