[WIP] Start to implement TimestampBasedLoadOrder

It's been written to be more general necessary, eg. no timestamp-based
game has any implicitly-active plugins, but I'm still checking them. The
relevant tests for that functionality have been written, but should be
moved once the textfile and asterisk-based load orders are implemented.

I might be able to abstract the specific line handling logic in
load_active_plugins(), but I'll wait till I get on to implementing the
other load order types for that.
