WIP: Add moments

Provides a function that computes various moments on selected labels of
an image. While this is not part of SciPy ndimage's measurement module,
being able to compute moments on label images is incredibly useful for a
variety of things. Hence why it is being included. This function has a
similar API to other functions in SciPy ndimage's measurement module.
Though it doesn't actually use the intensity image for the computation.
