osbs/api: add get_orchestrator_build_logs API method

The method is a generator function that returns objects with these
attributes:

platform: str, platform name if worker build, else None
line: str, log line (decoded utf-8)

The method leverages an updated get_build_logs(), calling it with it's
newly acquired parameter, decode=True.

Per http://osbs.readthedocs.io/en/latest/multiarch.html#logging as of this
writing, orchestrator build log lines should be returned in their
entirety, as-is, while worker build log lines should have their
orchestrator wrapping prefixes stripped off, and if the resulting 3rd
field is "platform:-", that should also be stripped out.

Basic self-tests of the method are included.
