Initial commit of residue function to RationalFunctions. Residue performs partial fraction decomposition on a rational function, expressed as a RationalFunction type, two Poly types, or two coefficient arrays. Conversely, given the residue, poles, and direct terms, returns the nominator and denominator coefficient arrays. Previously, residue was proposed for Polynomials on pull request 127.
