signingscript widevine signing speed improvements.

This is code complete, but needs tests.

- Create the a new `tmp_dir` per zipfile or tarfile to extract.
By creating the `tmp_dir` under `work_dir`, we make sure to clean up
after the task is completed. This speeds up task runtime at the expense
of task cleanup time and disk space.

- _should_sign_widevine now takes the full filelist, and skips a file
if it already has a .sig.

- we only extract the files to sign, and append the sigfiles to the
zipfile / tarfile

- we send the widevine files to the signing server concurrently
