port Prometheus expression browser to Maia (#19)

* Adapt the Prometheus expression browser to Maia
* Copy and adapt the start page and the _Graph_ section
* Throw away everything else except the Help link
* Adjust labels etc.
* Fix some API compatibility issues found along the way
* Adapt documentation (README.md)

* reorganize router-hierarchy; simplify api package

* Round-offs for Maia-UI
* display username and current project
* allow switching between projects
* make scope information in username optional (logon as Dxxxxx@monsoon3 not Dxxxxx@monsoon3|myproject@mydomain)
* fix cookie handling
* fix handling of expired tokens and invalid scopes

* fix travis:workaround go-bindata installation issues

* add missing web content

* fix travis: compatible use of sed

* Support plain basic authentication (w/o OpenStack specifics)

Further changes:
* move policy_file configuration attribute beneath "keystone" section
* improve test coverage
* misc. fixes

* fix makefile
