Only check for non-standard characters before the printed badge deadline (#2782)

* Add model_check to prevent badge printed names with special characters
Fixes https://github.com/magfest/ubersystem/issues/815. Uses a new config variable just in case other events want to override the set of allowed characters.

* Replace \w with explicit character sets

* Only check for non-standard characters before the printed badge deadline
For our currently running instances, several people already have invalid names, but they can no longer edit them. This change allows them to still save their form without a validation error they can't do anything about.
