Refine logic

Pair set as a public type.
Pair helpers has moved to `strict` package.
Chaining has removed for pairs.

So helper functions could be applied for stricting argument types or
cases of special formatting of arguments. Chaining functions for
logger could be applied only for logger options like filters and
sinks. As a result the public API of main package became thinner.
