Remove max_values from Decoder::decode() and rename to get()

Similar to the previous change on Encoder::put(). This makes two
changes:
1. Remove the parameter max_values from Decoder::decode(), as it's
   already taking a slice as input.
1. Rename Decoder::decode() to Decode::get(), which decodes a batch of
   values on every call.
