syntax: remove ;} spacing and unclosed hdoc TODOs

The former is the format shown by "man mksh", and it's unlikely that
anyone feels strongly against it. Let it go for 2.0.

The latter was decided against, as there's no reason to support unclosed
heredocs. Even in interactive shells where it may seem like they make
sense, you could just skip the heredoc redirect and press enter to write
the input, ended by an actual ^D.

In all other scenarios, the POSIX Shell spec makes no mention of
unclosed heredocs. And many shells like mksh error on them. Bash
doesn't, but it does print a warning.
