add haproxy config for sockjs

The timeout tunnel directive is essential for maintaining websocket
connections, tune as needed.

also changing vcweb-sockjs to bind to /websocket/participant and
/websocket/experimenter so haproxy can properly dispatch /websocket
requests to them
