Improves the polyfill loader to use feature detection (#131)

* Improves the polyfill loader to use feature detection rather than UA Sniffing

* Moves the theme.css to after the ui-bundle.css so that it doesn't get overriden by the bundle

* Removes data-cssvars attribute from the theme.css

* Fixes linting issues detected by a new version of eslint (or one of its presets)
