Fix #87 Warn if HEALTHCHECK's time flags are invalid

If the duration flags of a HEALTHCHECK instruction doesn't start with
a number or a minus sign, it can't possibly be a valid unit of time.
In such cases, a diagnostic will now be created to warn the client
about such an invalid flag.
