Perform refreshConfig on HTTPS disable in some cases

This handles refreshing the admin/network interface properly when the
client is connected from localhost or tor. Reworking the promises here
fixes a stale interface bug that we have had since the redirect modals
were introduced during the HTTP On/OFF toggle.
