util.get_manifest_digests: Handle the case when conversion to v1 fails

When the docker registry stores a v2 manifest and cannot convert it to a
v1 manifest, it returns an error, rather than returning the v2 manifest,
which is what the code previously expected.

Update the corresponding test case to more accurately model the real
docker registry behavior in this and other ways.
