Issue 604: Fix whole bible conversion (#114)

* S3Handler - added key_modified_time().
ProjectDeployer - to speed multi-part conversions, it first checks to see if template has already been applied for a file before applying.
templaters.py - split do_template() to allow for modifying templater object before doing run().

ProjectDeployer - fixes for checking time.
