Use postgres internal storage and enable WAL

We are going to use postgres storage instead of
regular files. This would be able to create
write logs which will enable replicating
cstore table contents via stream replication.

Filename option that enabled using arbitrary file
path is no longer valid. A new option 'logging' is
introduced to control loggin behavior. Its default
value is set to true meaning logging is enabled.
