Make the History buffer a proxy between numeric hb and analogWaveform hb (#20)

* use the decimation API to do the decimation for charts

* work on analog waveform support

* some progress

* fix tests

* fix file names for niTimestamp and niAnalogWaveform

* more tests, some of them failing

* fix aw tests

* more tests and fixes

* update comments

* eliminate the use of a global plot variable that will lead to bad things when using multiple charts

* rename HistoryBiffer_aw to HistoryBufferAW

* tun historyBuffer into a proxy for either hb numeric od hd aw

* start to write tests for the proxy HB

* added the ability to switch the type of the history buffer between numeric and waveform
