Fixes #2579: Adds "request hotel booking info" step to prereg (#2633)

* WIP: Adds skeleton of hotel request page, lots of work still to be done

* Adds database migration for new requested_hotel_info column, improves edit/confirm/reg workflow

* Adds support for group registrations, dealer registrations, and assigning group badges

* Converts boolean config setting prereg_request_hotel_info_enabled to an integer prereg_request_hotel_info_duration. Also adds better handling for when the booking window has elapsed

* Always show the user that they have requested hotel info, even if the deadline is passed when they on the index page

* Fixes typo in configspec.ini comments

* Slight wording tweak? I don't know...

* Changes PREREG_REQUEST_HOTEL_INFO_DURATION from seconds to hours
