Commit Message

Fix #90 and #65 - job retries count now taken in to account during auto-release.

Probably also fixes #67.

Server now handles auto-released jobs the same way as manually released ones,
burying them as appropriate, using the new queue.SetTTRCallback.

Server now triggers a ready check after trying to submit runners, in case that
failed temporarily.

Replace hard-coded string job states with JobState constants.

New FailReasonRelease.

Client Release() no longer takes a delay duration; this is now hard-coded and
set during reservation.
