Fix bug in importing metagraph or restoring tf Variables (#697)

* use default_name instead of id(self) for unique variable scope

* use self._summary_key instead of id(self) for all summaries

* avoid duplicate summary merge calls; uniformize if-else logic

* avoid all id(self) for copy, using get_unique_name_scope

* add saver test

* use graph.unique_name instead of custom util function

* remove rv from official tf collections to avoid saving it in metagraph

* avoid circular import issue for random_variables()
