Allow rules without sources in the new ARP format

The service registry can send attribute rules without source
specification in the new format. The 'source' key in the rule is not set
in those cases:

    "urn:mace:terena.org:attribute-def:schacHomeOrganization": [{
        "value": "*"
    }]

We now support three ways of representing an attribute rule:

 - old format (name => [list of values])
 - new format with source (name => [ [ value: .., source: ...], ... ])
 - new format without source (name => [ [ value: ..], ... ])
