Issue 21/get page view count (#102)

* Added skeleton of view_count query.

* ViewCount - class for view_count query.

* ViewCount - fixed table name and other logic fixes - now reading, updating and creating table entries.

* ViewCount - no longer creating table entry if it is not present.

* ViewCountHandler - fixed to call ViewCount, return jsonp response and decode path parameter
ViewCount - some cleanup.

* ViewCount - fixes for mocking.
ViewCountTest - setup tests with DB mocking

* cleanup

* ViewCount - added support if view count is a Decimal.
ViewCountHandlerTest - started unit tests

* ViewCount - changed class name to PageMetrics.
ViewCountHandlerTest - started unit tests

* changed function view_counts to page_view_count

* moved view count calculation into door43_tools

* PageMetrics - fix generation of default table name.
ViewCountTest - added failure tests to get coverage up to 100%

* Update description.
