Commit Message

CI: Enable checkcommits (Travis only)

Call the checkcommits tool before running tests under the CI to ensure
commits are in the desired form.

Only do this under TravisCI (since the tool cannot currently work under
SemaphoreCI due to its restrictive environment).

Fixes #226.
