tools: Make the zulipbot_project_config link symbolic.

5fa962 refactored the code to make the link between src/zulipbot_project_config.js and
src/config.js programmatically using fs.link().

However, that created a hard link, whereas here a symlink is more appropiate. This
fixes the problem.
