erratum: Fix bug sync calls

When dealing with large errata (hundreds of bugs), we were seeing
a behavior intermittently when not all bugs were being synced.
Additionally, on large errata, always syncing every bug was causing
performance issues. We identified two problems:

1) We were always syncing all bugzillas

2) The API we're hitting quietly limits bug input to 100 per
   call

This change only syncs newly-added bugs for a given erratum, but,
since it's conceivable that one might add over 100 bugs at once,
it splits the bugs to sync up into batches of 100 (max) at a time.
