ciao-down: Enable building of the web-ui in ciao-down

Make the 9p mounted web-ui directory user owned so that the web-ui can
be built inside the ciao-down VM.  Update the documentation and the
code that migrates the legacy ui_path.txt file to specify the mapped
security model.
