Run and export test coverage numbers to coveralls (#406)

The export is working fine, and the numbers show up on coveralls.io, but clicking a file to see its coverage details isn't working, giving the following error:

  SOURCE NOT AVAILABLE
  The file <file_name_here> isn't available on github. Either it's been removed, or the repo root directory needs to be updated.

It looks like it can't resolve the file path from inside the tox environment scope, but I'm not sure how to fix this. So for now, we can just run coverage locally to see the details.

* tox coveralls

* ignore coveralls command when running locally
