ciao-launcher: Retry device_del on timeout

The QMP device_del command does not always work when using Ubuntu 16.04 for the
host and the guest.  The command is recevied and acknowledged by the QEMU
instance but it doesn't actually do anything.  This commit times out the
device_del command in launcher after 2 seconds and re-issues it.
