[DatePicker] Arrow direction in RTL  (#7102)

* (Re)fixed arrow direction (the left and right chevrons) in DatePicker
so that right-is-left and left-is-right if isRtl == true.

* fixed indentation

* [DatePicker] Arrow-key handling is wrong under RTL.

In DatePicker, under RTL, left arrow key should logically take you to the "next"
day/month/year while the right arrow takes you to a previous date.
Before this commit, arrow key handling was insensitive to LTR/RTL.

Transition direction is made sensitive to RTL/LTR.

* fixed quotes

* [minor] moved three lines into if statement.
