Add support for a SECURITY_PASSWORD_HASH_OPTIONS setting.

Allows us to pass additional parameters to the hashing method, like the
number of bcrypt rounds.

Also adds a test with bcrypt-rounds=3, which should trigger a "rounds
too low" error.
