Have tests exit if any error building (#862)

* Have tests exit if any error building Webpack files
* Rubocop 49.1
  * Ruby version 2.3
  * Travis updates (.travis.yml)
* Remove automated tests on Turbolinks 2.x
* All tests updated against Rails 5.1.1
* Updated to Rubocop 49.1 and Rails 5.1.1 for spec/dummy
* Update .travis.yml
* package.json remove post-install for generated apps, instead using
  Yarn Link!
* Add Rainbow to Gemfile &  update rainbow
* Tests seem to only work with selenium chrome
* rails-controller-testing gem added
* Test setup tweaks
* remove awesome_print from rails_helepr.rb
* Created truthy_presence so that we use that for possible pathname
  objects.
* Fix specs on 2.4 with truthy_presence helper
