[encoding] Add raw binary encoding #47

- refactor the interface compared with previous `pkg/storage/disk/encoding.go`
now the `RawBinaryEncoder` is a TimeEncoder and ValueEncoder
- ValueEncoder no longer have child interface like IntValueEncoder,
instead it has different method name for different datatype, for some
encoding, if certain data type is not supported, simply panic, this
also allows the TimeEncoder to be the ValueEncoder since there is no
method name collision
- remove `pkg/storage/disk/encoding.go`
