Auto deployment for windows using appveyor (#34)

* Auto-deploy windows installer in appveyor for tag releases

* Fix appveyor deployment

* Fix appveyor.yml (multiline in yaml)

* Fix if statement again (wtf)

* Fix curly braces

* Fix candlelight

* Rename bat -> ps1

* Don't call powershell

* Rename installer and fix RUSTFLAGS

* Revert to powershell. Fix candlelight again

* Go back to root directory. Delete old msi file.

* Fix artifacts

* Fix artifacts wildcard

* Catch exception from removing previous installer

* Fix token in YAML

* New token for Appveyor deployment

* Use more powershell

* Use even more Powershell. Remove configure.py

* Use light -o instead of remove and rename

* Parse version from indentex directly instead of using python

* Build releases only on tag events

* Remove pip install

* Merge .gitignore from /packaging/windows_wix
