test: Add Karma test runner support

Browser tests can now be run using Karma via `./go test browser
--karma`. At the moment, it can't serve the TrueType font files (seems a
Karma bug), and it doesn't collect coverage. However, it will support
both singleRun and file watching modes using all available browsers, and
automatically choose singleRun mode and the appropriate browsers when
`CI` is 'true'.
