Bigwig integration Fixes #687 (#1618)

* cleaned up and added initial transformation code

* added a BW object, but the entire class that does projection will need access to it, in order to make it work properly

* Add methods for processing JSON features in Gff3HandlerService for GFF3 export

* fixed REST service

* fixed the REST track

* removed a lot of this stuff, but it is still not rewriting

* remove the other stuff and successfully map aourn

* fixed the path

* fixed zooming and global stats

* added some level of caching on the server

* udpated BigWig

* udpated TTC

* switching is slightly problematic, but not sure why

* fixed bin size

* fixed tests

* made private methods private and non-transactional

* changed min score to 0
