Enable valgrind tests in one Travis CI build.

First, make sure the Fedora25 docker image contains valgrind.
Then, add environment variable (VALGRIND) to control if the
valgrind tests are run.
Then modify build script to *only* run valgrind-memcheck tests.
Later we might consider adding helgrind, drd, sgcheck or others.
Also, simplify configuration for valgrind, use the autoconf defaults.
