Make multiple improvements to candidate pages (unilaterally)

I've made various changes that I think improve the pages.

These are all unilateral changes (for speed), v happy to discuss
anything that people  think doesn't work.

- Add subtle styling difference between 'info about this candidate' cards
  and 'metadata about this page' cards
- Amend intro wording and some headings, so the page flows and it's clearer
  that this is information we are gathering
- Merge the 'please edit this page' and 'please email the candidate' boxes,
  it seems confusing to separate them as suggested actions
- Amend the elections section to show only past elections, so as not to
  repeat ourselves on the page
- If the user has arrived from a postcode search, don't suggest again that
  they do a postcode search
- Clarify where the statement to voters comes from
- Show email addresses last in the general info section, as it's the least
  interesting information in this section
- Don't show Google search and news links at all, they look like space-filling
