Feature/1152 investigate geocoding worker (#105)

* changed worker to after_commit

* created new tests

* location observer and geocoding worker moved to claradmin

Empty observer had to stay in clarat_base to prevent obscure test
fails. Need to investigate further.

* removed location observer

and fixed loading sequence problem
clarat-org/clarat#1152

* tell geocode gem which method to use for geocoding
