Minor documentation fixes (#219)

* Fix small error in handling errors in Line tags in MusicXML

* fix problems with ties between voiced and non-voiced measures

* fix configure on Python3

I believe you meant to show that you can get the last note in a stream by
specifying index -1 instead of 1.

The method was just referenced with no example.  Somebody who is not familiar
with Python might not understand how this could be used.
