Removed the tar file from build (#91)

* Removed the tar file from build

This is no longer necessary since I have set up Travis to remove the failing files and so the two zip files created for the Github release will contain only the passing files

* Removed commented out test and function

* Changed tar creation to an option on build

--tar now creates a tar file that contains only the passing files. This option defaults to False

* Bumped version number

Also updated CHANGES.txt

* Updated readme to reflect changes to build process
