[bugzilla] Set User-Agent header on Bugzilla clients

This header is included on every call to a Bugzilla
server. It contains the name of the tool plus its
version number. This change is applied to both Bugzilla
backends.

Bugzilla backend version updated to 0.6.1.
Bugzilla REST backend version updated to 0.5.2.
