Start adding the Google TS Styleguide (#140)

This brings in the gulpfile – unused at th moment. This will be
followed by changes to bring in the Styleguide tslint.json,
tsconfig.json and .clang-format config. Keeping this a separate
commit to keep reviewing simpler.
