Update minimum Elixir version to 1.3

Prior to this commit the minimum version of Elixir supported by
Tentabucket was 1.2; however, in order to use propcheck, a
property-based / generative testing framework, we need the ExUnit
functionality introduced in Elixir 1.3. This commit ups the minimum
version to 1.3 and adds tests for both 1.4 and ERTS 19.
