Remove `timing_begin_limit`

Addressing comment by @kozmaz87 that the technique of using
`timing_begin_limit` and `timing_end_limit` was abandoned. I reviewed
the code and found that it was not used anywhere. Removing it does not
cause any tests to fail. Less is more!
