py/vm: Factor out src loc getting to mp_bytecode_get_src_loc() in py/bc.

vm.c is already pretty complex/long, and parsing a source location out of
a bytecode object clearly belongs to bc.c. The idea is to allow to reuse
this function, e.g. for mp_warning, later possibly for source level
debugging support.
