Fixes issue with sites missing in DS, and issue with one-sliver filter. (#95)

* Adds a new property to ToolProperties class named 'all_slivers', which, if defined, will cause SliverToolFetcher to return all slivers, and not just one-node per site.

* Fixes an issue where if a sliver didn't already exist in the datastore it would never be added.

* Adds if block around filtering one host per site in the datastore fetch too.
