PyCA 2.1

This is the release 2.1 of pyCA.

Version 2.1 is fixing several minor issues of pyCA 2.0 as well as adding some
new features for more control over capture processes.

Features
--------

- Updated logger to support different log handler (system logger, file logger,
  stderr logger) and expose log level configuration. The logger has a new
  section in the configuration file.

- Processes can be controlled by signals. A TERM signal can be send to stop
  the capture process as an alternative to having it terminate automatically.
  A KILL signal can be send after a timeout to ensure capture processes do not
  hang indefinitely. The timing for both signals can be configured.

- Automatically verify the configuration file when it is loaded.

Bug Fixes
---------

- Fix encoding issue of special characters in dublin core metadata files which
  may have caused the ingest process to fail.

- Fix high CPU load in agent state service caused by error in shutdown
  function.

- Ensure that capture processes have a stdin so that processes which try to
  open and read from stdin are not suspended.

- The broken configuration to ignore local time zones has been removed
  since all Opencast schedules should use proper UTC times.

- Fixed some errors in the configuration file documentation which specified
  incorrect default values.

- Ensure a local configuration overwrites a global configuration if it is
  present.

- Properly load configuration in WSGI application.

- Automatically refresh web interface.
