Several fixes to algorithm

* Normalize values to [0, 1]
* Proper group sizes - there is always only one group that doesn't have
  the target size.
* Idempotence
* The test tests those last two points (idempotence & proper group
  sizes).
* Do nothing if there are no users
* Ignore users that already have a group. However, it's not specified
  what the alg should do if there are already some groups.
